How to lock diagram with elements?

When I move element on diagram the diagram is automatially locked (blue exclamation) and other users cannot move elements on that diagram, but they can edit those elements.

When I change package/elment/diagram I want it to be locked with all descendant / child elements.
Is this possible?

Can I do it with "Require User Lock to Edit"?

Require User Lock to Edit will lock anything. In order to edit something you first have to unlock it. Only the first user will get the lock. The "normal" user security works the other way round and thus will allow what you need.
