Automatically synchronize between DB/CC

Hello,
We are planning to use SQL Server DB and external version control tool ClearCase. Is there any way to automatically synchronize the changes between SQL Server DB and Clearcase? For example, when creating a baseline in DB, a baseline will automatically created in CC, vise visa.  And when deleting a version in the CC, the DB will automatically synchronized.
