RFT Report: Filtering External requirements

I am trying to configure an RFT Report that includes activities with linked external requirements.  I need to filter the activities and requirements by version.  I have constructed an element filter with version equal to XYZ.  Version for both the activities and requirements have been set to XYZ.  Not all requirements related (realization link) to an activity will be in version XYZ.
The filter works fine on the activities, however, all related requirements are shown regardless of the version.  
How do I extend the filter so it will include the related requirements?
