Unify UI for Feature ordering

Similar to my post on the inconsistent rendering of Feature properties in the Browser, vs Dialog vs Diagram, ordering of features needs to be made consistent.  [Ctrl+Up or Down arrow] needs to move the feature up or down (respectively), [Ctrl+Home or End] could move the selected feature to top or bottom of the list.  [Ctrl+C], [Ctrl+N] should copy and create new (as per the dialog).
