Sequence diagrams: notes move fragments

In a sequence diagram that has fragments, creating a note will cause the fragment to invisibly hook onto the note. If you then move the note, the fragment moves too, leaving the messages it contains behind.

Moving the fragment back so that it covers those messages again is a massive pain because now EA interprets the underlying diagram and won't allow the fragment to be moved past a message.

Try to move the notes holding ALT button

Either moving a note (without ALT) should move fragments below *together* with their messages and respecting other elements, or not at all.

Sparx has confirmed this as a bug, and scheduled a fix for v16. Issue ID 18110905.
