v15.2 – "Box" Layout Tool fails spacing

We've found issues with the "Box" Layout Tool.  "Box" is in quotes because it doesn't create a Box (since that is a 3-dimensional structure) but it creates a Rectangle.  However, that's not the issue.

We've found that under some circumstances, where we specify the distribution, instead of creating a regular spacing between the items on the diagram, we get "clusters" where say 4 items have touching edges (like a 2x2 rectangle).  Varying the number of columns selected will change the location of the clusters, but it doesn't seem to remove them.
