Ah, I think I finally understand your problem.

Yes, the filter to toolbox being disabled is tied to the view for implementation reasons and I can see why that causes some difficulty.

There are of course workarounds. Create the link on another diagram and then drop it from the browser, disable the view to create the link, or switch to a completely different view.

If we allowed diagrams with an applied view to change the value of the filter to toolbox option would that address your issue? (That's not a promise, our developers would still have to work out how it impacts things like perspectives that have intentionally been made restrictive etc)
