Wrong behavior of Mouse Scroll

The Behavior of using Mouse-Scroll is not not as expected and in most other Windows Appications.

If any Diagramm has the Focus and I move the Mouse Cursor over the projectbrowser and scroll than  the Diagramm will scroll and not the projectbrowser, which is below the mouse. First it is necessary to focus the projectbrowser with a click and that the projectbrowser will scroll.
