UserViews.xml is "touched" even if not changed

The UserViews.xml file in <Appdata> has its timestamp changed even if there are NO changes to the file.

This violates the "Changes" Design Principle: "If a thing does not change, it should not appear to have changed. If a thing changes it should indicate that it has changed".
