Using 932 I'm trying to drag a package down the project browser tree to drop into a package at the bottom of the tree.
I have all the permissions I need.

I find that the window won't scroll downward no matter where I wave the mouse cursor.
(but is happy to scroll upwards)

Does anyone else observe this problem?

Works for Me; but then I don't have security enabled.

FWIW, the browser didn't start scrolling until the "No" cursor (\) came up...

No problem, even with security enabled. Try jiggling the cursor in the lower border.

Perhaps a picture will replace 2**10 words

Note that my project browser is floating.

In the above image you can see the cursor, but no matter where I move the cursor no scrolling occurs, in the image below the cursor is trying to do something else

I tried with floating window similar to yours. Still works. The cursor turns into a no-entry sign (circle with slash) when leaving the browser window and it starts scrolling. Either you reboot really hard or you should contact Sparx.
