Bug or NotAdding a watermark to an RTF template...

Hello all--

I have set up a master document and a number of model documents so I can generate a detailed SRS for my model. Since I need to publish an initial draft for review, I want to add a watermark to each page of my spec that indicates this a sample for review.

I created a BMP image for my watermark, and tried adding it to the RTF template associated with my master document by bring up the context menu (right click), then choosing Other > Watermark Picture...
However, this does not seem to have any effect.

Any ideas of what I might be doing wrong? of whether this is a bug in the RTF generator?
