Page-break in a Document issue

I'm using the Document Template Editor to make my Documents look better. It really works well, but there is one Issue i can't fix:

All I'm trying to reach is that i get a page break between the Main Sections (First Level of enumeration)

Example:

1.1  Text 456789
1.2 Text 7894531
1.3 Text 123478
PAGE-BREAK
2    Text 789456
2.1 Text 123456
2.1 Text 1234564
PAGE-BREAK

My main Problem is that, as soon as i add page-breaks in the Document (no matter on what position i put it), they get done also after every sub-Package.

PAGE-BREAK

PAGE-BREAK

Does someone know, how i sove this?

There are two solutions
use finer grained model document templates,
or move the page break out a scope level in your model document template.
