Smart quotes "fool" spell checker

If smart quotes are used: “” instead of two (ASCII) quotes "", then the spell check is "fooled" into thinking the word doesn't exist and flags it as an error.

Steps:
Surround a word (in the dictionary) with “” surround a copy of the same word with "".
Observe the smart quoted word is shown in error and the other is not.
