Displaying HTML report after Windows 8.1 upgrade

Ever since upgrading to Windows 8.1, I get an error message of "Access is denied" after generating HTML report from Documentation - HTML Report.  Generate works fine, but when clicking on View, IE opens with title displayed, and Loading.... just below, quickly followed by error message.

I have added the local path to both Compatibility View settings in IE, and added same path to Local Internet sites, and still get the message.  Try to launch in Google Chrome, get no error message but just remains Loading...

Any ideas anyone?

Resolved by upgrading to version 10.0.1010.
