can't customize menu and security menu-item gone

Hi all,

I've problem since today mornining. I needed to add new users to project. When I try to do that i realize that "Security" menu item is gone. So I try to use customize feature and add security commands to menu or bars, but after I close "Customize" window added buttons disapear.
I'm using admin account.
I try to upgrade from 11.0.1107 to 11.1 but nothing changed.
Any ideas how can I sove this problem?

I checked and commands set was changed to "Business modeling".
