On project estimation:

How is the values of the following determined or calculated?

TCF Weight Factor (TWF)
TCF Constant (TC)
ECF Weight Factor (EWF)
ECF Constant (EC)

Hello,

The TCF and ECF constants are set in the Project/Estimation/TCF and ECF values dialogs.

The actual meanings are a bit complex - a detailed description of what each variable means and the use of this technique can be found in:

www.stud.ifi.uio.no/~kribu/oppgave.pdf

This Masters Thesis on the topic from the Univeristy of Oslo in Norway ... includes a discussion of Enterpise Architect and another tool. It is very technical, but may be of value.

You can also find out more on what the settings mean  in the book "Applying Use Cases - a Practical Guide" by Geri Schneider and Jason Winters. ISBN 0-201-30981-5

If you search the net for "Use Case Estimation" there are a couple more references and discussion on aspects of this technique.
