Locked element import problem

There are missing locked elements after importing XML file. I tried to unlock elements and import it again and it was OK.  Import log doesn´t contain any erros.  Please help.

Hello,
It seems to be Ok in build 504, I tried again version 503 and it is also all right. It is strange because I tried import many times on two machines and it did not work. Now it is OK.
