Package properties popup

I am currently having a problem with one of my users. We are using 3.51 and connecting to a database, no settings have been changed. She can no longer access the Package properties window when she logs in. We have already reinstalled EA (in chance of local corruption) and have had no success. I have gone through EA logged in as an admin and cannot find any user locks. Scanning the DB I can't seem to find any attribute field that could have been changed. What is really confusing is that if she logs in from a different machine...it works! Any hep would be appreciated.
