Controlled Sub Packages

We have a multi developer site and are trying to implement package control.  The problem we have is that if we control the top package and export the xml file it includes all the sub packages, if only one package is changed then the whole xml file needs to be exported and imported for other users.  What we want to be able to do is control all the packages which contain elements and only have to export and import the xml for those packages which have changed.  This would work if we only had elements in the lowest packages but as it is if one thing changed we would have to re-export everything.

Has anyone got a solution to this?  Does anyone understand what I am wittering on about?  Is EA going to do anything about it?.......find out in the next exciting installment, or not, as the case may be.
