Drag from Toolbox vs Insert from Browser

If I drag a package icon? from the toolbox onto a diagram, I get the package on the diagram and a [glb]free [/glb]diagram in the broswer...  (BUT no steak knives!)

If I insert a new package via the broswer, I just get a package.

What's the rationale behind this? ???

You have the choice ;D
Dragging a package icon to a diagram probably implies you'll go on diagramming. Doing it in the browser has the intention of only creating a structure. Just a guess...
