Sorry for the dumb question but being a new user to EA I can’t find if/how the drop down for Owners on the Issues dialog box get populated. Please can someone help me?

go to menu Settings > People > Resources

Do you know if there is a differnece between the system issues information and the project issues information?

I did not know there were Project Issues :-) There are (unless I have missed something) System Issues, i.e. model-wide issues, and Element Issues, i.e. issues related to a particular element. The Owner field should work the same way for both of them.
