Include RTF

I need to express UC's scenarios as UC's
linked files (in separate RTF files).
(User want it ...)

I want to make a RTF template
with proper Element/File Section.

I want use inside the templete editor "something" like this
{INCLUDE ElemFile.FilePath},

but everything what could be included is
{MERGEFIELD ElemFile.FilePath} ...

Can anyone help?
