Tabular Section

Hi

I'm a newbie using EA 6.1 and have a problem with the so called "Tabular Sections" in a RTF template.
When I create a new Template from scratch and add the element "Issue" (from model/package/element), I get the yellow tags.
When I then place a table with two rows, one with static headers and one with fields, between the tags, the generated documentation has the header repeated for each issue-row.
When I use the Glossary-Section instead of issue like in the example in Help, it works as expected, the header row appears only once.

What do I have to do to get the same behavior with the issue-element?
