User lock while moving packages not required?

I have db (Oracle) repository (EA 6.1.790), user security enabled in mode "required user lock to edit.". When I want to move (drag & drop) package in Project View, I need only to lock destination package (that one where I'm going to drop), but I don't have to lock package that is moved or his parent package.
Is it ok? For me it looks like a bug - what will happend when another user in the same time will try to edit moving package?
Another words - when I lock package, I would like to have sure, that no one else is allowed to do anything in "my" package, but it seems, that in particular, anyone is allowed to move "my" package somewhere else in project tree... hmmm... Bug or normal behaviour?
