Restricted Package Control submenu

A colleague has sucessfully established connection to a MS VSS, however his Package Control submenu does not offer items like Check In, Check Out, Get Latest, etc. Any help would be highly appreciated as I can't find any clue to solve this... Using EA 5.00.769.

Not much of information :-/ Is the according package in EA setup as controlled?
