Creating / Accessing SysML Stereotypes

The on-line documentation is quite clear about how to create stereotypes for standard (UML) types but it is not clear from available information and the example SysML model how to create and/or access stereotypes for SysML (e.g. "<<rationale>>" stereotype for notes types). Anybody have a reasonable clear explanation about how to go about this?
