bug with Non functional requirement model

Hi,

when i add new package inside the scalability package (from Requirement > non functional requirement model), nothing appear into the package SCALABILITY.
why ?

when i do the same thing with Functional requirement package, it works perfectly.

i'm just trying to add new requirement, so where is the trouble ?
