Use case scenario steps

I would like to partition the use case steps (scenarios) into user and system actions. I would also like to reference other aspects of the model such as requirements, business rules and business requirements against a specific scenario item. Ideally i would like to see the single cell allocated to a scenario divided into several cells to enable the above to be implemented. Is this possible or is this a system enhancement ?

Not directly, but...

You can add diagrams 'under' a use case to provide elaboration. Right-click the use case, and click Add on the context menu. At the bottom of the second-level menu you will see several diagram types. Choose the appropriate one and create your 'inner' model there. You can add several diagrams, which can be of the same or different types.

You can also add diagram types that are not listed. To do so, add any diagram type offered by the menu. Then navigate to the diagram, and from the main menu (there is no context menu for this) choose Diagram | Change Type.
