Managing Baselines - where is the menu option?

I am currently reading one of the interesting whitepapers, in particular the one about Requirements Management.

In there it talks about managing baselines and goes on saying that one does that by going to the "Package Control | Manage Baselines" option. However, when I pop up the context menu of the package brank on the model explorer, I click on Package Control and in the resulting context menu there is nothing about Manage Baselines.

We are using 7.0 Professional Edition. The documentation also mentions the same menu location so I wonder, is this a feature of the Corporate Version? if that is so the whitepaper should point that out.

It turns out this requires the Corporate Edition or higher.
