Hi Mark,
I have the same experience. If I cut the network, then I get an immediate response that SVN is down and within a moment my model is loaded. I have no idea how to speed up SVN in any respect. I'm the only user on the server and I know that check-out is slow. But status responses are normally not that bad. So for the time being I'm a bit lost.

The log file is not created by default. You would need a special shell script that converts SVN calls into verbose ones. It would not tell you too much anyhow.
