Developing an EA practice with EA?

It appears EA is good as a CASE lifecycle tool
which presumes that an organization has an
architect practice in place who has completed
the as-is and to-be architectures and received
all necessary approval to make-it-happen.

I am having difficulty understanding how EA
can help develop an enterprise architecture
practice.

How do you enter basic data into an EA
database and then develop models from the
data?

eg. business team T1 belongs to business unit
U1 and uses an application A1 (which is
supported by IT team I1) to do a business
function F1.
With more of that type of data entered into
EA's database; How do you get EA to model all
the applications, the business teams using
these applications plus their parent business
units that do business function F1?

Can EA help?

PS I downloaded and tried the TOGAF plugin.
