Version Control and Security Settings

We have put EA in a repository under svn, and each user has EA. If one changes the security settings on EA where do they need to change it so the changes appear for all? Do we have to check out all the packages and then change the security settings and then check it in? For example, I want to change the user id password for one person. How will that get reflected in the copy in the repository.
