Whenever I restart an *.eap model the EA window is maximized.

How can I tell  to remember the last window size and position before I exit?

How to remember the last view and opened tabs and re-open them automatically at next restart?

at least for your last question I have a partial answer:

Go to: Menu->Diagram->Make Model Default
This will open the current diagram the next time you start EA.

here uncheck the "Always opened maximized"

Although you cannot configure EA to automatically remember all your previously opened tabs on shutdown, there is a command available to save a shortcut file which will allow you to later re-open your model with all your currently opened tabs when opened via this shortcut.  See:
