Legend in Table and Figure

How can i put legend in table, using Linked Document?
I would like put legend in figure too.
My goal is generate "Table of Contents" of figure and table.

Maybe create a diagram with only a legend in it.
Save the diagram as an image.
Use saved image in your linked document.
