Make External Requirement

I started entering requirements in the steps of the activity diagram (use case activity flow diagram) and selecting to make external.  I created a new package to keep these requirements in so I knew where they went and then would drag them to the appropriate package later.  This worked perfect last week, but now the only package that I can use to make a requirement external is the high level requirement package.  Why won't it allow me to use any other package (folder) when making external?
