Beginner - confused about business rules

I have an HTML report from EA that I'm trying to build up the functional requirements from.  In this case the software engineer has listed functional requirements and business rules inter-mingled.  For example, this is what it looks like under the Requirements package:

<<functional>> 11.1.10.1 Allow the selection of Location when creating records.
<<Bus Rule>> 11.1.10.2 Allow the selection of Location from drop-down list.

What is the difference between the functional and bus rule?

What do you mean by "stereotype"?  

Is there a difference in Enterprise Architect between a Functional Requirement and a Business Rule?  Or is a Functional Requirement simply a grouping name (such as Non-Functional Requirements), and the Business Rules are the actual "requirements"?

Please lookup "stereotype" in google.
The functional requirements and business rules mean what you want them to mean.
So I'm serious about asking the author of model about their meaning.
