Tools menu in 9.3

I just installed 9.3 and now recognize that the Tools menu misses a lot of entries. I tried Customize and see the options are still there. But they don't show when opening the menu. What the heck is going on here?

I found it just a minute later: View(/Workspaces and Commands. You have to highlight Complete under Commands.

Is is useful to offer changes in these settings during an upgrade? No! Thank god I remembered part of "you can later .... workspaces". Well, this is EA.
