Can't find estimation configuration

I thought I should give the built-in estimation feature a look so I checked out the Help and immediately ran into problems. According to the help text I will have to calibrate estimation factors through "Settings | Project Types | Estimation Factors > Technical Complexity Factors"

Problem is; there's no "Project Types" item in the "Settings" menu. Is the Help texts out-of-date? If not, what am I missing?

I have the Desktop edition.

If so, the fact is not reflected by the Help system. Do you know how I can find this in the Desktop edition?

Could this be another View > Workspaces and Commands issue?
