Promotion and Review of Model Changes

I'd love to hear from the collective mind here about approaches to this situation.

We have a core set of modelers who have full permissions to do whatever they need to do in the model. No problem with that.

However, we are now looking at a newer set of modelers (working on a particular area).

We would like to somehow "pend" their changes until one of our core modelers reviews and releases (or not) the changes.

Has anyone dealt with a situation like this? Any thoughts on the best way to implement?

(In case it matters: we are using a database repository (SQL Server) and SVN for version control).
