Free sorting doesn't work in EA12

I want to change order between Diagram and Package Element,

I've set Tools>Options>General>Allow free sorting=true, but anyway I can't change order between package and diagram  :(

May be I'm doing something wrong?

The sorting follows some (strange) rules. There are some kind of sub-groups like for diagrams/elements/sub-packages which can not be altered/mixed.
