What's Microsoft Visio ? Is it like Enterprise Architech ? Does it has the same resources ?  ???

MS Visio is just a drawing tool. A quite good one (that's why MS purchased the product) but only a drawing tool. You can draw UML diagrams but it does not support you in UML language respect. That is you can also draw diagrams which are not UML compliant.

Also it's more expensive than EA and you can't generate documentation from it, although you can in theory add full documentation to the diagrams.
