IDEA: Feature linked Note functionality

If a Note is a feature linked Note, then it should be rendered slightly diffferently to a normal Note.  For example, its fill colour (by default) might be shaded  - to indicate that you can't directly edit this Note.  The Notes [Ctrl+Shift+1] window for that Noteshould also be shaded for the same reason.

If a notelink is a feature linked Note link, then the notelink line should be rendered differently.  Say:
-  -  -  - rather than -------
This is because a note may be linked to a number of elements, but its contents are governed by the linked element.

When you right-click on the notelink, the Link this Note to an Element feature... should be checked and when you select the item, the current setting should be displayed.
