empty lines in report

If I generate with a template that has (as an example):
 internal requirements and external requirements, i
want an empty line between them. But if there are no internal requirements, I don't want that empty line.

I would say that a block of lines has a header, the actual content and a footer. (If there was a footer, I could put the empty line in there, which would only be in the report if there was actual content.)
