Lock Package... dialog usability defect

The Lock Package... dialog needs the ability to force an unlock and then a lock.

Too often in an Enterprise situation, you get the "unable to Lock..."  messages.  Very often, you can go into the Manage Locks... dialog, unlock the offender and then it will lock.

If you are a member of the Administrators group (at least), you should be able to ask the Lock Package... dialog to do that for you.

I actually wrote a steal lock feature in one of my add-ins; so YES that is something we need.

A function along those lines which does not take admin privileges into account would defeat the purpose of having locks in the first place.

So yes to the function, but it must only be available to those users who have the Security - Manage Locks permission, or who are members of a group which does.
