1301: Arrow keys in CSV import/export don’t scroll properly

Just a quickie, and it probably applies to older versions.

I was just in the CSV import/Export dialog and the arrow keys that move the fields up and down don't scroll properly.  When the field moves out of the visible window, the window doesn't track.
