Spreadsheet tool that could import tagged values

Hi,

If I had a spreadsheet with a set of entries that looked like:

Field Name	Blurb xxx xxx xxx xxx xxx xxx xxx xxx xxx xxx xxx xxx	Data type
Tag type 1	Tag Value 1
Tag Type 2	Tag Value 2

The end result I'd like would be a set of fields on a table in a database model with the tags populated (essentially coverage tracking, requirements linkage and issue/question tracking for an ETL spec).  

Does anyone know of a tool, code example or some such that can do a bulk import of attributes on an element, including populating tagged values?

I can program, so something that needed a bit of modification would be OK.  I'm really after a quick start.
