Document Template - Exclude packages (not elements)

I want to drop in the parent package and to run the Document Template across all children - except a few of them.

I've tried "Element Filters" with "Name" "Not Equals" and "Keywords" "Not Equals" but the package I wan't excluded is still there.
I suspect because its not filtering the package but the elements within it.

I can work around this by dropping the child packages into the Model Document, but I'd prefer not to.

Any suggestions?

I've also tried "Options > Filter > Where Package Phase" to ">= 1.0" and set the phase of the package I want hidden to something else.

That didn't work either.

Actually that did work, but the phase must be a value like "0" instead of a string.
