TOC vs Headings, why do I not get level counts on Headings?

Hi all,

I'm trying to perfect a stylesheet that I have, along with a Virtual Document template that works perfectly now for my client. However, I'm still having problems with the Stylesheet.

I've set the ToC and Headings to have the following standard:

TOC1
1. Toc2
1.1 Toc3
1.1.1 Toc4

and so on. I.E. The first has no level and is capitalised. The following use from ~2~ level and is as-is.

The table, when generated is perfect! However, the Headings, although use the same List Level and Override, the headings NEVER show the Levels. The Headings are generated from the package names taken from the virtual documents. Is there a setting I need to check/set to ensure Headings work?
