Display of element tags when instanced

I am using EA with shared repository (SQL Server). I have a global catalog of elements and the elements have tags and tag values defined. I have a package with a specific solution in it. I have a diagram within this solution and the diagram property is set to show tags. In this diagram, when I use an element from the global catalog as a "link" it shows the tags whereas if I use it as an "instance" then the tags don't appear even though in the instanced element's property window the parent tag is visible.
Anyone know why instanced elements tags aren't visible in diagrams?

I had no issue setting "Show inherited tags" for an instance to see the classifier's TVs.

Context menu in diagram: Features/..Visibility... the check marks on the right side.

I am using v12. I did look at Diagram > Properties > Features before but I don't see it there.

You're in the context menu for the diagram there. It's in the context menu for the element in the diagram.
