As a user, I expected a direct interaction between the arc functionality "Hide All Labels" and "Set Label Visibility...".  I've been using EA for over a decade and never noticed this effect before.  I (quite reasonably I thought) expected that when I set "Hide All Labels" and then opened the "Set Label Visibility..."  Dialog, the labels would all be set to [ ] (do not show).  Similarly, if I had manually hidden all labels, the "Hide All Labels" menu item would convert to "Show All Labels".  In other words, I'd previously seen it as the missing [ ] Show All, [ ] Hide All checkboxes from the dialog - these WOULD mark/unmark the whole set of labels accordingly.

It seems that they are two distinct pieces of functionality.  "Hide/Show All Labels" menu item is an override which has NO bearing on the state of the individual labels. It should more precisely be called "Hide/Show All Labels (Override)" so that the exact nature of its functionality is correctly described.

Thoughts?

Human logic doesn't count on planet Sparx. And definitely they don't have any style guide. I think it's futile to go after every bit and piece which is wrong in the EAUI.
